School Construction Position
Statement
|
The Council believes that efficiency and
quality in school design and construction are important goals. The Council
supports adequate state assistance for funding school construction.
Legislative Accomplishments
2005
- Stopped a proposal to create stock school plans (Doumit amendment
to SB 5509)
- Passed through the House bills to lower the school Levy passage requirement
from 60% to 50% (HB 1484, HJR 4205)
- Passed through the House a bill to include schools as “essential
public facilities” for purposes of compliance with the Growth
Management Act (HB 1169)
- Passed an expansion of public school construction funding —
$620 million for elementary & secondary schools, and $890 million
for community/technical colleges and universities (SB 6094)
- Passed $6.5 million for architecture fees related to high performance
public school buildings (SB 6094)
2006
- Passed a law to continue the demonstration projects for schools using
general contractor as construction manager (SHB 3024)
- Monitored a new law to increase the levy base for school district
projects (SHB 2812)
- Passed through the House a bill to lower the school maintenance &
operations levy passage requirement from 60% to 50% of votes cast (SHJR
4205)
