Position Statements

The Council recognizes the importance of
cost-effective housing as a necessity of life, as a sanctuary for the
human spirit, and as a valuable state resource.
The Council supports a state commitment to
policies that provide a steady and economically diverse flow of housing
opportunities. Goals and objectives for achieving this commitment should:
- Emphasize site and architectural design, particularly to enhance
the attractiveness and livability of high density areas;
- Support and encourage more cost effective housing and challenge current
ordinances and standards as to effective methodologies vs. practical
cost considerations (capital investment vs. long range returns on investments);
- Provide assistance and incentives to local governments in the areas
of housing, zoning, subdivision, and platting;
- Streamline costly and time consuming regulations thus developing
more available, cost effective housing;
- Promote a steady flow of affordable residential mortgage credit,
to ensure adequate housing opportunities for renters and home buyers;
- Encourage cost effective housing where appropriate through the reduction
of taxes on housing and impact mitigation fees; and
- Encourage programs and policies aimed at retaining and existing and
providing new affordable housing resources.
