The Council supports the appointment of architects to executive and administrative positions charged with planning and managing of public facilities at the federal, state, and local levels. Further, the Council recognizes the importance of employing architects on professional staffs for technical overview and administration of public planning and construction projects.

However, the Council believes planning and architectural services for publicly funded construction should be contracted out to privately owned architectural firms. Government agencies should be discouraged from performing design work in competition with the private sector.
