1. WELCOME AND CALL TO ORDER

The Board meeting of the AIA Washington Council Board of Directors convened at 10:15 a.m. Stan Bowman was introduced as the Council's new Executive Director.

Action: It was MOVED and CARRIED to ACCEPT the agenda as presented. 062504-01

2. MINUTES

Action: It was MOVED and CARRIED to ACCEPT the minutes of the April 2, 2004 Board meeting as written. 062504-02

3. COUNCIL MEMBER COMMENTS

AIA Spokane announced that Kandy Conrad will be Evelyn Creager's replacement as Executive Director. AIA Seattle is planning an August 3 event to celebrate its' 110 th anniversary. AIA Central plans an event on August 28 th to celebrate its' 40 th .

4. AELC Report

AELC Representative Jeff Hamlett has been elected to the AELC Board. The AELC is planning to increase its lobbyist compensation and is asking AIA Washington Council to increase its annual payment by $1,000 - $1,500 to address AELC lobbying efforts.

Action: Payments to AELC in July and October will be $4,400 each. The 5% increase request from AELC will be presented to the Budget Committee as a request for additional money in the 2005 budget.

5. COMMITTEE REPORTS

a. BUDGET COMMITTEE

The committee reviewed the first quarter financials. The transition period for the new executive director will affect the contingency figure. Work will soon be started on the 2005 budget.

b. COMMUNICATIONS COMMITTEE

The committee recommended the 2005 budget remain at $5,000 for the website. The latest Architect Articles has been sent out by email. Spam filters can be a problem and Stan Bowman is working on that issue. The committee recommended components encourage members to let the component know when they change emails. The Council will print a short article from one component each issue.

Action: AIA Vancouver (Timothy Buckley) will send an article to Stan Bowman for the July issue of Architect Articles.

c. KNOWLEDGE COMMITTEE

President Smith reported that an AIA member is needed from Central and one from Spokane to staff the Sustainable Design Resource Group. Chris Morgan, representing the Northwest Chapter, has been added.

d. MEMBER SERVICES COMMITTEE

Acordia, the Council's insurance broker, is continuing to monitor KPS status. Currently KPS is not giving quotes for any size firm because of the Insurance Commissioner's office delaying approval of certain health insurance plans.

In reviewing the membership retention figures, it was noted that 88% is a good percentage for a professional association based on individual members.

e. NETWORKING COMMITTEE

The committee recommends separating Capitol Connections from the Civic Design Awards. Capitol Connections will be more interactive with trips to the Hill, appointments with House and Senate representatives, tours of the Governor's Mansion, renovated Capitol Dome, or the Temple of Justice. The Civic Design Awards program should be held at a different time of the year from Capitol Connections and in the Seattle area. The Seattle Library or the Seattle City Hall were suggested as places to have an awards event.

f. NOMINATING COMMITTEE

The committee is beginning its search for a new president-elect for 2005.

6. AIA NATIONAL CONVENTION REPORT

The publication, “AIA Architect” lists the results of the elections recently held at National Convention. The AIA National Public Relations campaign has been re-authorized. Resolutions were read honoring Mary Mauerman and Evelyn Creager as retiring CACE executives.

7. OLD BUSINESS

a. VOCUS NOW LEGISLATIVE ALERT SYSTEM

AIA National has contracted with VOCUS NOW to provide federal and state legislative information and alerts to AIA members. National will be setting a link to the Council website. To send Legislative alerts, the Council creates the alert, targets the audience, and National does the rest. National also will track and send a report of how many people took action on the alert, etc.

b. BOARD OF REGISTRATION FOR ARCHITECTS APPOINTMENT

Governor Locke is likely to appoint Jerry Quinn Lee to the Board of Registration.

Action: President Smith will contact Chris Morgan to notify him of the Governor's choice. Steve Arai will contact Jerry Quinn Lee to touch base, discuss the Council's willingness to be a resource, and possibly set up a meeting.

c. QBS REPORT ON KING COUNTY

It has been noted that King County and also some State agencies have been avoiding the Quality Base Selection (QBS) process by sending RFQs out for real estate transactions, not design build projects. The Board's suggestions included sending this issue sent to a resource group for discussion, drawing up a bill, or building a coalition.

Action: Stan Bowman will contact our lobbyists to research the law on this issue.

d. LEGISLATIVE ISSUES FOR 2005

The Council will be reviewing policies and intends to have the legislative goals identified at the September board meeting so they can be presented and finalized at the Annual Meeting. After the elections, the Council will work on educating the new legislators, and will work on updating the AIA members on legislative issues as session begins.

The Council is waiting to see what happens with the Landscape Architect issues. The Building Code Council wants to move towards the National standards. The IBC will be in effect July 1 and there is grace period to submit under the UBC.

If the B & O bill comes up this year, the Council may discuss moving the priority higher.

e. POLICY GUIDELINE REVISION

The policy guideline on State Board and Commission Appointments under Government Affairs had been revised and adopted at the last meeting.

f. ADOPTION OF REVISIONS TO POSITION STATEMENTS

The revisions to the Sustainable Design Position Statement will be presented at the next meeting.

Action: Stan Bowman will prepare a revised Sustainable Design Position Statement.

8. NEW BUSINESS

a. ARCHIWIRE

Archiwire is a new press release service from National. National plans to return 25% of the net revenue it makes back to components. The Council will need to decide on where to apply its share of the 25%.

b. ELECTRONIC CONTRACT DOCUMENTS

National plans to return 25% of the gross revenues from the sale of Contract Documents back to the components. 15% will go to Distributors and 10% will go to the components that do not sell documents. There are three separate proposals and one will be decided on at the CACE meeting in July.

Action : It was MOVED and CARRIED to support Scenario #3 for the distribution of funds from National for the sale of Contract Documents. 062504-03

c. LONG TERM CARE PROPOSAL

The Gjurasic/Story Group has approached the Council with information on individual long-term care insurance needs. If Acordia does not have a similar product, then the Member Services Committee would need to verify that The Gjurasic/Story Group is a comparative product.

Action: Stan Bowman will check with Acordia to verify they do not have a similar program and present the results at the September Board meeting.

d. ACEC JOINT MEETING IN SEPTEMBER

The September Board meeting will be a joint meeting with the ACEC at the Alderbrook Resort on September 16 and 17. The Council will pay for one nights' stay for the Board. The Board is encouraged to promote attendance at this event to their membership.

e. WCIC ATTORNEY GENERAL CANDIDATES LUNCHEON

The Washington Construction Industry Council invited AIA members to a lunch featuring the four Washington State Attorney General candidates.

Action: Stan Bowman will check with WCIC about scheduling a similar event for the Eastside members.
